TPB's idea was to have their drones in the lower earth orbit. They would just need to launch the drone into orbit and get it to maintain a constant velocity and they will stay up there, think of it like a satellite rather than a "drone".

And solar power FTW for on-board systems, we've all seen the solar wings on current satellites.
