GTX 460SLI scaling off

I just got a pair of 460's. When I play BF3 the scaling is WAY off. The % useage of the cards jumps around. When I had my GTX 260's the cards all ways used the same % usage. On the 460's it jumps around first card will be on %75 and the second will be in %99, it constantly changes %. I am only getting 25-30 fps in medium settings. I was getting 25-30fps in high settings with my 260's. So why is the % jumping around?

CPU bottleneck? Drivers? PSU?

I am leaning towards drivers and cpu

I am usign a i5 and its not drivers I have tried other drivers. It does the same thing on skyrim. Only skyrim plays a little better. On skyrim when I step out side or inside it will drop way down for about 30 then go back up. When the cinematic are playing it only gets 13fps in skyrim

I'm not too familiar with the intricacies of BF3, but ... my first suspicion would be that the issue has something to do with DX11 ... is there a way to force the mode to DX9 or DX10 so that you're actually comparing apples-to-apples with your old gfx setup?

Also, the first thing I suspect when the GPU usage % is different between the cards is that you're accidentally only OC'ing one of the two cards (like, you don't have the clock sync feature turned on in afterburner).

Skyrim is fairly CPU intensive ... if your i5 is at stock, I'd definitely want to OC it, esp. for that game. And make sure you're on the latest version cause the original skyrim had HORRIBLE CPU BN issues, causing low GPU usage. It's been fixed w/patches though.

I'll also add that online + dx11 (hell, DX11 in general unless it's Heaven or 3dMark11) seems to be a sure-fire recipe for GPU usage issues. Not a day goes by on this forum that someone doesn't start a thread complaining about their GPU usage in BF3. Seriously ... it's every day, like clock-work.

i5 and 460 SLI should not be bottlenecking at all. Skyrim performance should be maxed out on a 22" monitor(sig). BF3 causing problems isn't uncommon. The game is still a mess.

When you got the 460's did you completely remove old drivers and freshly install them when both cards were seated with the bridge in place? Do you use a program like MSI Afterburner to set the clocks? I have to reinitalize settings anytime I turn on/off SLI since they revert to stock. Might be off with your cards and causing issues.

your sig rig quotes a e8400 that would be a BN if not oc'ed! (do you need to update you rig)?

edit - see if it is whats your cpu usage while gaming with the two 460's?
