"Basically ASIC is the fab for a specific chip such as a CPU, GPU, etc. The ASIC quality that you see on a GPU is a measurement of the "quality" of your specific chip versus what the target spec of what the fab was intended to be. We all know that NVIDIA and its resellers bin chips based on its ability to hold clocks, function at specific voltages, and mitigate thermal wattage. So the ASIC quality is essentially GPU-Z's way of measuring the quality vs spec of the Application Specific Integrate Circuit or ASIC.
This is why you will typically see higher end GF110's such as GTX580's have a higher ASIC quality than lets say a 560 or 570. my 570 is 86% and it will clock 972/2300 (not to many 570's can clock that high) ,i think 80~90% is where you want to be ,i noticed some 580's @ 105%
