. On a general level, the reference GTX 680 runs much quieter than a GTX465/470/480/570/580 at similar fan speeds. It also does not need to hit as high of fan speeds to maintain its temperature. For me, the fan speed at 70% is certainly noticeable, but a) it would be drowned out fairly well by headphones/speakers (at very reasonable sound levels) and b) it does not sound like an AMD hairdryer - the sound output is less offensive to my ears. It's "loud" for me, but it isn't that obtrusive sound you get from other turbine fans at similar fan speeds.
Overall, the GTX 680 is certainly louder than a card with a radial fan/heatsink design (EG GTX 560 TI), but it's pleasantly surprising compared to other turbines.I assume that's due to the nature of GK104, it's not the prototypical beast of a flagship card from a TDP and size perspective.
