AMD X2 4400+ please help

I got my computer about 5 months ago from Fry's. I expected that it would run fast and smooth. However, it hangs so often when I play video or doing any kind of video editing. Sometimes it just hangs when I open any application. I don't think the problem is caused by virus, spyware, programs conflict because I know how to protect my system from spyware, virus. I did run many virus and spyware scan and nothings malicious came up. I had a 3.2 Pen 4 with 1GB of Ram and it runs a lot faster than my new AMD. I was wondering what's wrong with my new system. I tried to format and reinstall a fresh Windows about 3-4 times, but the problem doesn't go away. It is still running slow and hangs a lot. I don't know how come my new computer sucks? I thought it will be a lot better than the old one I am using . I have no problem like program errors, installation, pop-up....It's just the big problem it runs incredibly slow. Sometimes the screen suddenly just blows up. I mean every icon on the screen suddenly gets bigger and the color is totally messed up. When it happens, I lose control of the mouse and I have to restart by pressing the restart button. Anyone who knows of a solution for any of my problem please help me out.

No, I didn't. I'm a newbie in hardware so I am not able to do overclocking.

the Fry's store that I purchased this computer from is pretty far away from where I live. I did go back there once to ask them to help me, but what they did was just inserting their CD to check the hardware on my computer. They say it's fine, and then they suggested me use the Recovery DVD image file that comes with the computer to reinstall windows and drivers.. They said they will charge me $79 if I wanted them to do that for me. I said I could do that myself and brought it home using the image file DVD to reinstall windows. However, the problem doesn't go away. It really annoys me and I hate going back because the tech guy I met there is not skilled or good enough I think. He didn't even care to open the case to check or let the computer running a while to see what would happen.

I believe that I installed the right drivers. I also used the information below on another forum to install the hotfix.

2 - read this website and download the hotfix....READ here http://support.microsoft.com/?id=896256 ........Download here http://www.amdzone.com/files/WinXPdualcorehotfix.exe

3 - Edit your registry to enable the HOTFIX, follow these steps.
1. Click Start, click Run, type regedit in the Open box, and then click OK.
2. Right-click HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Con tro l\\Session Manager, point to New, and then click Key.
3. Type Throttle for the new key name.
4. Right-click Throttle, point to New, and then click DWORD Value.
5. Type PerfEnablePackageIdle for the value name.
6. Right-click PerfEnablePackageIdle, and then click Modify.
7. In the Edit DWORD Value box, type 1. In the Value data box, make sure that Hexadecimal is selected, and then click OK.
8. Quit Registry Editor.

4 - Make sure your BOOT.ini has this command in it, /usepmtimer to check, right click on My Computer go to properties, click on the ADVANCE tab, then under startup and recovery click on settings, then click on EDIT....

5 - Install the NEW AMD Dual Core Optimizer.......from here.....http://www.amd.com/us-en/Processors/...1_9706,00.html

Your Boot.ini should look something like this now..............
