Weird "low performance" windows issue

For the last few weeks ever since I installed Anno 2070 through steam I've been having this issue where windows will minimize the game I'm playing and display this dialogue window:

At first I thought this was just an issue with Anno 2070 (and again before the install of anno this never happened), but today I was playing Battlefield 3 at high settings (which my system can easily handle) and look what popped up:

I have no idea why this is happening and would like to ensure that nothing is wrong with my system.
The specs of my system run both Anno 2070 and Battlefield 3 at around 54 - 60 fps and don't lag.
Here are my system specs:

- intel Core i5-2500k Processor @ 4.3ghz OC via OC tuner
- Asus p8 Z68 V-pro Motherboard
- 12gb (tested) Corsair Vengeance 1600mhz DDR3
- EVGA GTX 580 SC @ 820mhz OC (with custom closed loop kuhler 620 mod)
- Raidmax 850w psu
- 1TB boot drive
- 60gb SSD configured with intel SRT technology
- 2TB storage drive

I have no idea why this is happening and I'm not sure what this really indicates, I've also had reports from 3dmark11 benchmarks claiming that my system is "performing slower than similar pc's".

I wouldn't even worry about it. This just happened to me today. It only happens while gaming though. If I run Furmark or anything like that, that window never displays. Its just windows trying to save you some performance while in games. Totally normal, but extremely annoying.

I get the same "warning" when i shutdown BC2. Tried to disable it in the notification options but didn't seem to work.
