You can use 1.65v just fine on SB-E, just make sure you are within 0.6v of CPU VCCSA and Dram voltage. Or this will DAMAGE the IMC.

IF you want to use the 1600MHz Dominators and are still worried to use 1.65v , just set 1.55v or so with looser timings like say, 8,8,8,24. I use 1.75v on my ram, with CPU VCCSA @ 1.25v. My ram is rated to use 1.5v.

I'm not going to recommend 1.75v on your ram, but 1.65v is very fine for SB-E.
