Best graphics card for a 300watt PSU? (READ BEFORE YOU POST!!)

Before I ask the rest of this question, I do not want ONE response saying "Get a new PSU", I don't have a lot of money, and a new PSU is not in my interest.

I'm looking to do light to medium gaming, I want to put a dedicated card in my old inspiron 530 desktop.

It's current specs are average, so I don't want a bottle neck,

It has a Core 2 Duo E4500 2.2ghz, 2GB of ram, Win 7, GMA 950 (yuck) and a 500gb 7200rpm hard drive. It's a decent candidate for getting a decent GPU.

The stock 300 watt PSU is going to limit me, I know, but I need something that doesn't need external power(The inspiron's PSU doesn't have any molex, it only has a small 4 pin connecter), something that can do Crysis (Not because I want to say my PC can run Crysis, it's because I actually really like the game) on low or medium settings, Skyrim is a biggie, Half Life 2 maxed, and some other games like that.

ATI or nVidia is fine, I don't care about brands.

http://www.newegg.com/Product/Product.aspx?Item=N82E16814102952 - This is what I'm leaning to. I've heard of lots of people running this on 300watts and it also doesn't need external power, plus I think it will do all I need plus more. Cheap too. If you have another suggestion, please go ahead.

Corsair PSU for $16

There is no comparison in performance between any cheapie PCI-E card you could get with your current PSU and a geniunely quick card you could get with a $16 PSU. Were talking 4-5x faster (6870 would run on that 430, at least) compared to like a GT 520 or somethign rubbish youd have to run on your 300W.
