Power plan problem

Hello everyone! Yesterday i OC'ed my cpu to 4GHz, booted in to windows and tested it. It was stable, after that one thing i realised was the CPU fan getting loud. I opened Core temp and saw that clock speed is 4ghz when i'm doing nothing with PC. So i went to Power Options in Windows 7 and wanted to adjust the Minimum Processor State and Maximum Processor State. But when I am in the Power Management part, all I see is the Cooling Policy (Passive or Active). Previously there were 2 other options showing Minimum Processor State and Maximum Processor State. Now they are gone. How i can enable it?

MB: GIGABYTE GA-MA770T-UD3 (rev. 1.5)
CPU: AMD Phenom II X2 555 Black Edition
OS: Windows 7 Ultimate 64bit SP1

I do see a processor management under advanced options (increase fan speed before slowing processor) but nothing that says Adjust Min/Max processor state (just like you see).What temp did you see when you opened core temp? perhaps your processor needed to be cooled.I would work on why your processor is at 4GHz under no load,perhaps an option in the BIOS.Are you BIOS overclocking or using a utility? Those stock AMD fans are always going to be loud as soon as the get above 2000rpm or so.I think one change is changing the HSF or changing the control for the fan for manual operation.This will require you to pay attention to temps more closely.

When i opened Core temp it says 37-38C, on full load 55-56C. I just changed multiplier to x20. I want that when my PC is idle the core speed will be 800Mhz. like before OC.

I think you want to look for power options in the BIOS, not Windows.
