Motherboard causes weird PSU startup behavior

I have an ASRock 880GMH with a 1055T in it.
Pretty sure it's out of warranty now, got it used anyway.

Today I installed a hard drive, go to reboot, and as soon as I flip the switch on my PSU (Thermaltake 700W in sig) power starts coming in short bursts throughout my system - fans jumping slightly, power LED flickering, HDD LEDs flickering, etc. This is before I actually touch the power button on the case, and pushing it made no difference in the behavior.

I think I may have shorted something out on the mobo or something.
It'd been working fine for a couple of weeks since I installed my Corsair H50, and for months before that, so it's probably not an issue that developed over time.

Diagnosed the PSU by shorting the 24 pin with a paperclip - when not plugged into the mobo it powered all the peripherals just fine.

Removed everything but the mobo, CPU, and RAM, tried plugging in another known good PSU to the 24 pin and 4 pin ATX connectors only - does the same thing - short bursts of power when I turn on the PSU only, does not start up when I push the case power button.

Am I right in thinking it's probably the motherboard that's causing the fault? Just wanted confirmation before I order a replacement.

Curious, did you try removing the hard drive you had just installed?

...or at least unplugging the HD to see if it is shorting the PSU?

make sure the mobo isnt shorting out on mobo tray
