I assume the Power (POUT) value was originally under the VRM sensor. Those sensors can measure the current and voltage (and thus power as well) at both - the input and output side of the VRM. Usually the input side is connected to PSU and output to the particular rail. Thus the output/input ratio determines the VRM efficiency (loss by the VRM).

I restored HWiNFO64 to its original state and, after leaving my PC for a couple of minutes on idle, I've run my favorite stress test. Here are the results:



Does your answer still apply?

If so, what would be a more appropriate (informative) label for this value, and most importantly, what does a high value indicate? Is it better to see a high value there, is it better to see a lower value, like the lower the better, or... something else?

The number is supposed to be the power use of your CPU. It is reported by a sensor in the VRM area that's next to your CPU on the board. The VRM takes in 12V from the PSU and transforms it into the voltage the CPU wants to take in which is 1.6 to 1.7V for you. I'm guessing the 200W number you see is wrong and too high, but that's what the sensor reports so it isn't HWINFO's fault.

@Mumak, do you agree with this? Do you disagree? Should I rename this sensor, currently called Power (POUT), to something like "CPU Power consumption", for example? When said that this "is supposed to be the power use of your CPU" does this refer to the CPU Package = Cores + iGPU? Or something else?

PS_1 : when I said above that I've run my favorite stress test a bit, I was referring to the x264 Stability Test v2.06.

PS_2 : I've run the stress test again right now, for a few seconds, and I was watching my Kill A Watt Meter, in which I have my entire system connected, see sig_rig (without the chassis fans). The meter was showing around 250W and Power (POUT) was indicating 200W. So, I assume the sensor is functioning properly.

Well, I'm not sure. At the first look it looked like an invalid readout (200W is too much for the CPU). Those ISL VRMs are a bit odd wrt monitoring...
VOUT=1.605, IOUT=63A, that should give ~101W POUT (=VOUT*IOUT), but the VRM says twice so much...

So, you mean that there is an error, somewhere?!

What would you like me to do?

Should I restore HWiNFO at its default state, reboot, leave my PC on idle for a minute or two, and then run the stress test, and send you the debug file?

Probably a problem in VRM reporting, but I don't think I can do anything about that. Restoring HWiNFO or rebooting won't help.
You might try different load levels (from idle to full) when the power reported is more-less stabilized and compare it with the meter at wall. But this will likely only help to understand the difference.
