How do you guys know the NZXT Havik is the best? People keep saying this is the best, that is the best, but who do I believe...?

It is the best IMO for $60.

It comes within 5C of the D14 and 2C within the Silver Arrow in this review. ^

But this says nothing about noise...you can't compare coolers without comparing noise...

One cooler may hit 70 deg with low rpm fans and another with jet engines...

According to Newegg spec the fans max DB is 25, which is very low. Also almost all of reviews rave about how quiet it is. I'm sure it's very quiet.

EDIT:

http://www.tweaktown.com/reviews/4477/nzxt_havik_120_cpu_cooler_review/index8.html

Under load it hit 32DB. Keep in mind you are looking at the 140 version not the 120 which is highlighted.

If people say that it is quiet then that is a good sign. db ratings are dependent on distance AND fanspeed however so they basically mean absolutely nothing.

So we are certain that this is better than the best zalman, the xigamatek aegir, or the arctic cooling?

I'm pretty sure it beats them all out in thermal efficiency by a decent margin, and by the link I posted above it definitely does so in the noise department. It is the lowest in noise both on load and idle on that particular reviews chart, and there are a lot of heatsinks on that chart.

It's very good at $60 considering it competes with the top end air coolers that cost $20 - $30 more while maintaining low noise.

no way in hell is that tweaktown dBa chart realistic. The 1200rpm Slipstream from the Mugen 2 is definately not louder than the two fans on the Havik 140, and definately not by that margin. Just no way! Here you have a more realistic chart including audio samples:
http://www.hardwaremax.net/reviews/kuehler/432-test-xilence-m612-pro.html?start=6

Anyway the Havik Coolers are definately a good choice for 60$. In Europe the Havik 120/140 costs more than the Silver Arrow.
Personally i would recommend the Thermalright True Spirit 140 optional (with a second TY-140). It's cheaper, similar in performance and comes with the better '(PWM) fan.

I have a havik 140 in one of my rigs and it is not at all loud, it blends in quite nicely with the antec tricool 120mm case fans. Not to mention, the rubber fittings that hold the fans to the heatsink act as a noise dampening agent that reduces vibrations between the two.

What RPM? I have 450 rpm gentle typhoons that are too loud. My hard disks are too loud.

Noise is subjective like that.

Noise is subjective like that.

I think I am running the tricools on their medium switch, so around 1600RPM I believe.
