I'm building a pc for my brother he has a budget of $450. He doesn't need a case or OS but does need to be able to use multiple monitors. He is going to be using it for podcsting and general pc use websurfing and so on. I was thinking something like this any other options would be great.

It's a good start. but if you're getting an i3 there's no need to get a P67 motherboard.
get the core i3 2105 ($10 more) and a H61/H67 Motherboard and scrap the Graphics card since this is not going to be used for gaming. you can save $60 or more going this route.

Good advice from shiftwig, note especially the i3-2105 rather than 2100 (for the HD 3000, slightly more powerful integrated graphics).

But I'd make a few tweaks/changes. Specifically, you can often find a combo deal with the processor & CPU - that could save you $10 dollars. Second, H61 boards can only handle 1333mhz RAM - may as well get cheaper kit. You want 2x4gb 1333mhz cas9 RAM at 1.5v - whatever is cheapest. Third, if you don't mind going to a second website, you can go to us.ncix.com and get a Seagate Barracuda 500gb for $75 or the 1TB version for roughly $100, cheaper than newegg.

The integrated graphics can handle dual monitors (not more that I know of). But you need the connectors. The cheap H61 boards will generally have no more than just a VGA and DVI graphics. If that works for your monitors than good. All done. If not, you may need a board like this:

It's better than the biostar in that it has 1 VGA, 1 DVI, and one HDMI connectors, 2 USB 3.0 ports (usually not important), and an extra controllable fan header (Biostar = 1 4-pin PWM header, 1 3-pin header, the asrock above = 2 4-pin PWM fan headers, 1 3-pin header). On the other hand, it's $20 more, so if you don't need the features, meh.

Edit: Lol, I read too fast. Didn't see the addendum above. The H67 boards have native SATAIII, useful getting full performance from the fastest modern SSDs.

Intel $350 sim~build podcast/websurfing pentium 620+h61, 4gb ram, 500gb, 80+ psu, you dont need a corei3 for a websurf pc a simple pentium 620 will be enough, corei3 if your in tight budget gamer were you can utilize the extra HT(hyperthread) of the cpu for gaming, other than that the dual core is sufficient... so save less $100 on the build...

For the motherboard went with asrock H61 u3s3 has the benefits of a H67 motherboard due to it having the usb 3 & sata 3 at a budget friendly price... instead of p67 an OC motherboard use for "K" series cpu with no igp output present... since pentium & corei3 are poor overclocking to no OC at all, there's no need to get such motherboard

For ram went with 1333 ddr3 4GB ~ 1 stick, you can add another 4GB stick later for future upgrade, motherboard supports upto 1333 speed...

For psu & gpu went with your primary choice as it is suitable for the build & budget....

added an optical disc drive for your cd's installer
