I think the real question here is, do you overclock your GPU's or not? Because if you are, your VRM's may get hot. And there are times where people are limited on overclock "headroom" if their VRM's are getting too toasty and throttling your clocks.
On my Fermi 560ti, the VRM's get pretty hot when you push the voltages up. Im not sure how Kepler does; but honestly if you can put a small fan that would be enough even 40mm (if you dont want to go with silent noctua 80mm/or other 80mm)... you can also just put a heatsink (but they may do little work if you have bad case airflow to begin with)
Maybe if you have good case airflow you can get away with no fan and no heatsink. But like i said if youre overclocking; your VRM's could get hot fast.
