When something happens where i have to use customer support, i like to chronicle it for other people that use the same device or are looking into it can see how good or bad it turns out:
Sunday, 4/1 8am
i woke up to find an email from windows live saying my credit card has been charged for 2 games, sims 3 and some verision of rift. when i get emails that say that my credit card has been charged and i didn't make any purchases i don't click on any links in the email. i went to my CC statement and found that yes, two games were charged. i navigated xbox/microsofts website which is kind of convoluted, changed my password and found a number and called. my xbox hasn't been online in months and i never downloaded games for windows when i updated to my SSD, so the charges are definitely fraudulent. after 20 minutes i got an investigation number, my account locked down, and told i would hear back in 3-5 days.
i'll keep updating as steps are taken, but hopefully this is quickly resolved
