Water Cooling suggestions?

I'm thinking of switching to water cooling and I have a few questions:

What is the chance of a leak if installed correctly?
Will it keep my room cooler? (Currently my gpu and gpu fan act a a heater for my room. my pc room is 8-10 degrees Celsius hotter than the rest of the house)
Does water cooling make any noise?
Could somebody please come up with a reliable, budget (<250 USD/CAD if possible) system + case? thanks

None

This doesn`t make sense - the fans on the radiator will blow warm air in the room too. And your components still produce heat
Does water cooling make any noise?
If you choose a passive solution it wont make any noise. But normally these systems can be very quiet - if you have a large radiator and very low fan speeds (and good fans)
Could somebody please come up with a reliable, budget (<250 USD/CAD if possible) system + case? thanks
I know they have funny prices in the US but under 250bucks with case AND WC part will be hard...

No it will only spread out the heat

It depends on the setup, it can be sielent or it can be almost as loud as air cooling however it will almost always be quieter

Good luck with that you won't touch a full loop for that a good GPU full cover block is $100 a good CPU block is $80 a good pump is $50 a good rad is about $90 or more, then you have fittings coolant and tubing. I would go with something like the RASA premanufactured kit and add a GPU block to it but that is just me.

A: Minimum, as long as the manufacturer has a decent QA.

Q:Will it keep my room cooler?
A: LOL. If you wish to cool a room get a AC. Hardware will produce work on same W, and heat has to go somewhere.
Well actually good cooling will reduce power consumption by few watts, but the value is so small that you can forget about it.

Q:Does water cooling make any noise?
A: OFC, but much less then air cooling. It will be as loud as your fans and pump is.

Q:Could somebody please come up with a reliable, budget..?
A: Depends on amount of hardware and all the details. But I'd say a CPU kit and decent case would be ~600 USD

i cut my temps in half when i went from air to water that is the benifit.

It's definately a pricey road. Even if you went bare minimum to cool a CPU only, you'd be looking at around 130 USD. Add a GPU block to that and you've already hit your 250, and the pump (XSPC Rasa RS240 kit) is ok, but there are definately better. I'd say a better range would be 500 USD, and even that is low.

Agreeing with a minimal chance of a leak, rather than zero that others have said. A properly set up loop with no rotary fittings has virtually zero chance of a leak, but rotary fittings (especially cheap ones) can spring a leak if you have too much lateral pressure on them, which in some cases is any pressure at all. It's a reasonably safe cooling method, and I wouldn't let that scare you off.

If you do some serious bargain hunting (and don't mind used parts), you can get away with a pretty cheap setup... My sig rig's CPU+2xGPU loop was ~$350 without fans, which I had mostly laying around. On the other end of the spectrum, if you start going for compression fittings and don't take your time bargain hunting, you can easily hit $600 or more.

Based upon this question alone, you have a lot of research to do. You can cool your motherboard, CPU, GPU, and RAM, but all thats really "necessary" are the CPU and GPUs. Based upon your budget, however, you are going to have a difficult time doing that, so I wouldnt worry about anything else.
