Personally, if I was serious about my aim, I would adjust the graphics to the point where they don't hurt my performance - ie, turn down your graphics until you can keep a steady 60 at all times.
Strangely enough, if I go lower then high, the performance decreases :/ Guessing thats my CPU then.

1080p monitor wont make much of a difference.

If there is a difference, what would it be? If the games clearer, it would help tons

Honestly practice is the best thing to get better. But playing other games helps as well, for me Counter Strike and Portal speed running are what I feel helps my aim the most.

What I've always heard was aim at the top of the chest and let the recoil carry the next shot up to get a headshot. It's going to sound like a broken record but a lot of practice makes perfect. That link Buska103 actually looks fairly interesting might try it when I get a chance, but really anything would help.
