Volt mod is where you physically do something to the card to allow more voltage through it to give more headroom in overclocking...Its very easy.

However yes just a heatsink and fan is fine to overclock it with. However an aftermarket cooler will serve you better as it will cool it better giving you more headroom to overclock. Make sure that you dont go over 70c on 100% load.

The jump to 7600GT is so small price wise...I'd just get one of them instead.

Yes there is.

The main ones are:

1. Type of cooler used
2. Warranty.

Now Some brands will use a lesser quality cooler which in the long run can hamper an overclock. Also some companies have better warranty systems...EVGA has the best one at the moment.

Not quite. The 7600GT has 12 pipelines, just as the 7600GS has 12 pipelines. The only difference between the cards is DDR3 on the 7600GT, and DDR2 on the 7600GS. The 7600GT is the better deal right now.
