When developers work with a specific hardware platform, they can optimize FAR more without having to worry about hardware differences, compatibility, etc. When you look at XBox 360 or PS3 specs, they don't hold a candle to modern gaming machines but they can really pull their own weight as far as graphics go by comparison.
So, in other words, it's sort of apples to oranges as far as a direct comparison goes. Relatively speaking however, compared to the previous console generations, this is considerably higher in specifications. Hands down.

I'm surprised this still needs to be said, how has this PC gaming community not learned this yet?

Console specs DO NOT equal PC specs....

Say what you will, but the decrease in overhead from a bloated OS and API have been shown to allow for some significant gains, especially considering the 360 is running Witcher 2 at low/medium settings at 720p/30fps...7 years later and @ $200.

The 'new' specs rumors are that of a 7670, which is a re-branded 6670.

So you really think that the Witcher 2 is using a high end PC's full potential?

It doesn't much matter. If someone says it can run BF3 at ultra, running 60fps@1080p, someone from the PC crowd will complain that it can't do 120fps on three 120Hz screens.
Being that, almost nobody cares about running 3 120Hz screens at some ultra resolution that home TV's don't even have yet.
Understand that while we love performance and over the top tech, the majority just want a plug and play box that gives them MW10 or GoW5 or whatever, at 1080p and something over 30fps constant. Most of them don't even care about 60fps or higher.
It's unfortunate, but money is not made by catering to the minority.
Look where it got EA, Activision, etc.
RICH.

It obviously is.
Show me someone running W2, at 120fps, CONSTANT, on 3 screens with higher than 1080p, with Ubersampling on.
Heck, show me Metro 2033 on the same settings.
You'd need quad 680/7970's...and it would MAYBE run it, but scaling goes down usually after 2 GPU's.
A 680 is STILL only getting 30fps on Crysis Warhead, with just ONE monitor.
550

Or this...

1080p60 is already four times what current consoles put out.
