If I had to guess, it would be a capacitor. Can you take a picture of this at another angle so we can see how tall/deep it is?

i'm not too familiar with ps3's but that looks like a 16V capacitor to me. you'll also need to find out the uF. then you can buy those capacitors at radio shack or online.

Thanks mingqi53, I'm leaning towards thinking that it's a capacitor, but it doesnt have the usual cross cut burst relief on the top. Sorry, I cant post another pic at the moment as I dont have access to the board just now. The component is about 8mm high by 8mm circumference.
Thanks again for the quick reply!

The resistors next to it look burnt out too, Looks unlikely that you will get away with a simple capacitor swap with a board in that condition.

I don't think they are resistors. Judging by the nearby planes, that are the pads for an additional capacitor.
But yes, that's a 150uF 16V aluminium electrolytic capacitor. Why is it broken, though? Looks fine to me. Unless the electrolyte leaked under it and we can't see it in the pic.

Yes Artikbot, they are pads for an identical capacitor that also needs replacing, thanks again!
