7970 in port 1 running @x8 under load?

Hey guys I have 2 7970's xfired and I noticed that the card in PCIE 16 port 1 is only running @x8 while the card in PCIE 16 port 3 is running @x16. I put the cards under load by running Heaven and the 1st card is still only running @x8 while the 2nd is running @x16. I checked the System hardware info in CCC and it says my max bus setting for my 1st card is PCIE x8 (I'm running version 12.3). I don't have anything else installed on the PCIE ports besides the 7970's, this is bugging me I was wondering if you guys had any tips. I already tried reseating the cards and that didn't do anything. My system stats are Asus Sabertooth 990FX Mob, AMD 8120 @ 4.5Ghz, 16Gb of Gskills ram @1866, XFX PRO1050W Black Edition, 3 ssd's and 1 mecanical HD, 2 7970's xfired @1125/1575 and 2 blu-ray drives.

What does GPU-z say? Try running it. Also, try running only a single GPU in each slot to make sure that it reports back correctly.

Catalyst says that the max bus width is x16 wide. The bus widths will change depending on the power state of the cards. I would run furmark windowed to see if it is loading properly and you're getting your bus width. Your cards look like they're in the right slots, both beige. My guess is powerstate.

Did that and GPUZ reports the same x8 for card 1 and 16 for card 2 while under load

Gave it a go and still getting the same results, the 2nd card runs @ x16 just fine but the card in slot 1 stays @x8. I disabled ULPS in the registry im not to sure why the first card isn't kicking up to x16 under load

You're going to have run the cards separately now to prove that it's the mb and not your gpu. Take card in question run it by itself in the 2nd beige slot, do you get 16x? then run the other card in the first slot, note it's slot width.

I tried both cards is slot 1 by it self and it still reads @x8

Unless we or I missed something, and I don't think there's anything left to miss, it's time to return said mb.
