tried restarting.. still doesnt show up

no doesn't smell burnt.. fan was at 80% at gpu at 60C .. by 20% increase i meant in ati catalyst.. the power option on the bottom of the performance tab.. i set that to 20% increase as was stated in techpowerup regarding the unlocked 6950s..

power color.. i modified the fan control. cuz i dont like going over 70C..

psu is acbel a8 650 watts// i also tried to remove other components like the aux fans and the dvd rom when i was trouble shooting.. switched the bios switch back and fourth.. the cpu posts.. i can even hear windows boot up.. but the screen is just plain black..

monitor is hp 23 inch led.

i also reset the jumper on cmos..a nd removed the battery and put it on again. checked the dvi cables.. and power supply.. nothing smells burnt.. fans working perfectly..

but.. when i turn it off.. i hear this strange sound about 10 seconds after the led power from the mobo goes of.. its like what you hear when you have a battery charger.. the sound of sparks.. but i dont see no sparks in my gpu..

i think thats the voltage control of the gpu?

AcBel? Mind telling me how many A for +12 V rail (look at the sticker on PSU)?

one thing at a time.. increments of 10..

with the memory.. i did increments of 20..

with the volatage on catalyst.. i set it automatically on +20..
