Yes I'm using Windows 64-Bit.
Yes the motherboard literature states it supports up to 24gb of ram.
No there is not an option in the bios for memory remapping.
Yes I've ensured the max memory setting is unchecked in msconfig > boot > advanced.
No I have not attempted any overclocking or bios manipulation yet.
Yes the bios and cpuz see all 24gb, detected in triple channel as it should.
I've double checked the socket, no bent pins, processor is properly seated, and H100 water cooling head is only finger tight.
Lastly, yes I know I can only use up to 16gb in Home Edition, but ram is cheap, so I got it anyways.

I'm at a complete loss as to the cause of this. Help please

Have you tried reinstalling windows yet, or seeing if it is all able to be used from a live CD or other OS, like PartedMagic or Ubuntu??

make sure the windows instal does state its 64 bit

I have not tried reinstalling Windows yet, or an alternate operating system. I'm about to flash the bios with a newer version, though I'm not having high hopes for it. It is 100% positively Windows 7 64-Bit, as listed in system properties.

This is a real tough one as you did most of the troubleshooting by yourself.
Anyway just to make sure, it should look like this (or 16GB however Win. home is handling that):

I would always incluse a screenshot of the taskmanager, CPU-Z and that windows system thing (Control Panel\All Control Panel Items\System)
so everyone can see that the RAM is missing, you have 24GB and it is a 64bit OS - so no one asks strange stuff.
Using Ubuntu or any other Linux wont help much - the only thing that is having issues is windows.
(I would try it anyway!!!)
ATM I dont know a weak that you didn`t try. I guess altering the boot.ini to make sure it sees all 24GB wont fix the issue...
But here on OCN are many threads about this issue. I never followed these threads but maybe you find a proper answer there!

Well, despite a lack of results from updating BIOS in similar scenarios, I updated mine and that seemed to resolve the problem. I have a fully operational 16gb in Windows now!

However getting these 6 sticks of Corsair Dominator to operate together at their advertised speed of 1600mhz has been another challenge completely. I had to buy them in 3 pairs, as I couldn't find triple or hex kits in the Dominator anymore. I've been kicking voltage up more and more, no results yet.

You often need to increase QPI/VTT and loosen some subtimings to get six DIMMs running correctly. Try increasing tRFC, and loosening command rate to T2, if you haven't already.

1T/2T Memory Timing -> 2
CAS Latency (CL) -> 9
tRCD -> 9
tRP -> 9
tRAS -> 24
QPI Voltage (V) -> 1.35v
DRAM Voltage (V) -> 1.65v

I've been working with the same ratio and timings as listed above, as those are the ones advertised on the product page, and just increasing the voltage slowly. 1.35 and 1.65 are the highest I've gone. I haven't messed with the particular value you listed, but I'll try relaxing my timings.
