Depends greatly on the adapters, the type/quality of powerlines you have installed, etc, etc.
My friend noticed a slight difference in speed using powerline, but still wants ethernet over anything.,

Powerline is generally not a good way to connect. You are sending data over powerlines, which isn't the brightest idea ever. Also, any surge protectors will cause it to not work/ slow down.

Trust me, just get some cat5e. It isn't that expensive, and you will not suffer from the miriad of problems that powerline does.
