According to Apple's quickly-to-evolve definition of "Retina" is simply a display where you are unable to distinguish individual pixels at a distance at which such display would normally be used. The iPad 3 originally didn't comply with the PPI required to be considered "Retina" by Apple's own definition (300+ ppi), so they added the part in bold and problem solved.
