New mobo (BIOSTAR A880G+) has arrived and is installed, core voltage down to 1.4v and temp is at 38C idle. Turns out it was the old board (was really getting tired of Foxconn anyways). Thanks all for the help!

Woaahh. If you've still got a 125W TDP 955 then that board is not for OC-ing it. The VRM system does not have the capacity. You need to be looking for a board with a quality 4+1 phase VRM system with proper cooling!  At this point you're really not much better off than being on the Foxconn board in terms of board safety/reliability/capability.

As blasphemous as it sounds, I was not planning on doing any overclocking until at the very least I got a new case, case fans, and cpu cooler.

You should also add another new motherboard to that list.
