I can certainly agree with you. I think, at the very least, the shroud should be designed to be easily removable.
Two recent designs that I admire are:-
1) Inno3D 's GTX680
It has a metallic shroud that can be easily detached by unscrewing six thumb screws so that you can clean the inside easily.
As a side benefit, you can easily spray paint the shroud to whatever colour to match your rig theme.
2) Onda's GTX560Ti/560/550
There is no shroud but a frame on which you can affix (up to four) fans easily by screws. Needless to say, you can remove the fans to clean the heatsink easily.
Also, you can replace/upgrade fans easily as well.
