That fan in the picture won't spin when my PC is turned on, and here I've been wondering why my PC gets so hot lately.

Brand is Noctua.

What could be the problem?

Dead fan. Try it on a different 3pin on the mobo, if it works, its the power connector, if it doesn't, its dead.

I plugged the 3pin into a different slot on the MB.

It's fan is spinning now, but when booting up I received a message saying

"CPU Fan Error"
Press F1 to resume

I don't get it?

You will get that error if there is no fan plugged into the CPU fan slot. It isnt a big deal, and it can be disabled.
