Because it was incomplete. It needs two patches. The patches are only 1 (first patch) An improved thread scheduler and 2 (second patch) A patch to prevent the improper "core parking" that was happening.

Also: To my knowledge it's been, like, 6-8 months since BD was released. EDIT: The patch is available, but why is it not more widely known? It shouldn't take googling and a link through a TPU link to get to the official MS patches.

ISTR this isn't even the first time Microsoft has been accused of disadvantaging AMD users by requiring their OS to need special patches - AMD had to put out a special patch to make their X2 dual cores work under XP, IIRC.

Ummm...No.

If you think that a GPU not at 100% is automatically a "cpu bottleneck" then you really should go back and learn what a bottleneck is. If you're pointing at skyrim as an example that's the poorest one you could pick. The reason the GPU is not at 100% is because it has a permanent frame limit of 60 FPS (v-sync). All you did was point to the one result that was a pure GPU bottleneck. For there to be a CPU bottleneck you need to see an opposite result of that with the CPU at 90+% and the GPU at a much lower usage. That is a CPU bottleneck. Want to argue it some more? Then explain why dropping 500MHz on the CPU speed does not degrade the performance at all in those games.
