I have to decide between an RX360 and an EX360 to cool my CPU and GPU and I've pretty much decided on the RX360 just so I can make it a silent build. Should I push-pull my RX360 or should I just put one set of fans? Would an EX360 on push-pull be better than an RX360?

All you need is a 360 rad to cool a cpu and gpu.
the rx doesn't need a push/ pull. just one or the other

Yep. I had an RX360 and had push/pull with Gentle Typhoons 1450rpm fans. But with my new motherboard, I had to have only push because of where the cpu power connectors are located on the mobo.
I have to say there was no real difference in temps between the two set ups. So 3 fans will do the job fine on an RX360 rad.

Do you think that push pull with slow, 800RPM fans on EX radiators would make sense?

Not sure you want low RPM fans on thin high FPI rads.
I think you'd be better with higher RPM and High Static Pressure.

It's a low fin density rad, it wont make that much difference. If it were high density it would benefit by more CFM

Push pull on any slim rad will beat a premium rad so yes to the ex push pull vs rx question. Density doesn't really matter so much push pull is always good.

But then, would say, six 800RPM GT's on an EX360 be quieter than, for example three 1100RPM?

At this point it's down to bearing noise vs air noise. Hard to say, I certainly haven't tried it, at that point it may become quality of sound issue too. Personally though I wouldn't buy 6 GT's to run them at 800rpm. If they were $5 yates, I'd say sure go push pull at 800 rpm. I also wouldn't go low speed on an EX, the RX should outperform it at low speed according to bundy. Low FPI rads usually do.
