Try the Ultra+ config from here. I know it looks like it would cause worse performance, but it made mine better. Leave AllowSharpen at 0, it looks awful.

I went ahead and uninstalled MSI AB, CAPs, and RC11 and just installed 8.95.5 which I assume is 12.4 with the latest 12.3 CAP. Loaded up Witcher2 and at the same mission, am getting low FPS. Either the install wasn't clean enough or something is wrong. I didn't even install AB yet just to see how it'll run. I used ATIMAN to do the install as well. I'm scratching my head at this one.

Well, something isn't right, that's for sure.

Smo, at the same location as where you took your SS, I was getting half of what you were getting. With Ubersampling on, I got 15FPS and then my computer BSOD'd. With Ubersampling off, I got 65FPS and then my computer froze.

These are at stock clocks. I did bump the voltage up but that didn't help at all. It might help with stability, but as far as giving me 100% increase in FPS from what I am getting now vs what I'm supposed to get, I don't think so.
