No, but the concept is right, the Core 2 is about twice as fast as a P4. There are way too many factors to generalize it like that. Just know it is hella fast.

No.

A Core 2 Duo may do 14 operations per second in Vista playing soltiare. Then it may to 8 operations per second in XP running Super Pi. These values I just put at made up, but it is ment to show that the operation per second of a processor is not constant.

According to that logic, a 3.7ghz Pentium D should perform like a E6300 right?

Then how come E6300 still kicks my ass in benchies?

Depends on what you do

Most of the time an E6300 will out perform a 3.7GHz Pentium D, especially at Floating Point Multimedia and Integer operations.
This is because the operation count of Core 2 Duo is on average much greater than that of Netburst.

Not all depends on the increase in operation count, there are many other factors involved including the additional branch prediction abilities and the sophisticated addition of 128bit SSE lanes. Of course we also have an additional Floating Point Unit core

Conroes super pi times aren't godly at stock.

Average is 30 -> 35 seconds stock on a E6300.

He said he was overclocked to 2.4GHz and still running a 31 second SuperPi time. My stock time is 32 Seconds and overclocked to 2.2Ghz its 26 seconds.
