I'll be frank, you're not giving us quite enough of information.
So you push the button, and everything starts running minus the GPU fan?

and everything KEEPS running, minus the GPU fan?
Unconnect everything, reseat everything, especially the cables, wiggle them into the connectors to make sure they get a good grip, and try it out.

Now, if it's you pushing the button, everything runs for a few seconds then shuts down; that's a shorting issue.

While some were suggesting to swap out the video card (very easy to do, and also very quickly done), you can also try the PSU paper clip.

Either way will verify whether something will work, or will not.

If you don't have a spare GPU within arms reach, do the paper clip method, leaving everything plugged in except the 24pin, take a small paperclip, bend it, short the green and the black right next to it, and it should turn on once power is given.
Make sure you either hold this paper clip in place/hold the cable, just don't set it against anything metal; let it run for a solid minute or two and see what happens.

Now, if you DO have a spare GPU within arms reach, grab it, swap it out for the one you have in now, try it out now.
Same thing?
Then it's a mobo issue.

EDIT:
You tried two different cards, same issue on both.
Have you tried the second PCIE slot?
See if that gives you the same thing.
If so, clear your CMOS, pull battery, wait about 5 minutes, put everything back in and give it a go.

If nothing, still; pull all the essentials out, try it now.

I agree your power supply is working,based on the fact the power supply fan is running.You have tested with a gpu that does not require an additional power connection so that rules out the 6 pin being bad. Now try booting in the most minimal condition you can,even pull the keyboard,mouse,only one stick of ram.and even disconnect the front panel USB cables from the mobo headers.Sure if it boots you will then have to shut down and connect keyboard/ mouse.

I wouldnt rule out that the 4650 is bad. If it wasn't stored properly. But it just a thought, So it sounds like it powers up like normal.

2nd pci slot didn't work either with the 4650
i cleared cmos and put the 4650 back in 1st pci slot - nothing
took out 4650 and put it in 2nd slot and still nothing

And are we sure the 4650 is good. We can go on with the diag, but we to know if that card is still good. Just for kicks and giggles, how the connection on the back of the monitor?

I'm also curious what sparked this sudden crash in hardware.
Most hardware do not just surprisingly combust.. at least, generally.

i borrowed the 4650 from a friend and it should work. the monitor connection is plugged in. i even unplugged and replugged them in

for the past 2 weeks, i left my comp on 24/7 while leaving a game on. i also had sandboxie opened and that clones the game client. so i had 2 of the same game opened simultaneously. this game is known to have a memory leak too. during the day, i was watching my movies and tv shows for long periods and did some minor web browsing and all this while the games were still on
