No. Stay away from BD chips. Their single core performance is worse than Phenom2's, and most people wont classify them as true 4 core chips either.
If you are on a budget, i3-2100 is the best bang for the buck chip on the market.. You can't just say "oh, it's a dual core". It's a sandy bridge based dual core. It's an EXCELLENT chip.

Is a 1155 socket mobo or an AM3+ more future-proof? I think you know the answer is 1155.
+1 to white. i3-2100 at least = Phenom II x4 & you can upgrade the i3-2100 since you gotta 1155 socket mobo.
