Turbo Boost | Prime95 | CPU-Z shows 3.7GHz even though it should be at 3.4 during Full load?

CPU Z reports 3.7 GHz during Prime95.

I thought Turbo was designed so that when only 1 core was used it would be at 3.7GHz.. or so I read everywhere.
And in Bios under the Turbo Boost each core has its own Multi.
  1. 37
  2. 36
  3. 35
  4. 34

The bottom one, isnt that when All Four Cores are being used meaning the Clock should be running at 3.4 GHz instead of 3.7?
