MSI 560Ti HAWK doesn't downclock to idle except for one second

So this is the first this has happened to me, I've had this card for almost 9 months now and it has never done that before so what I tried was using older drivers like the 295.73 and 296.10 but with the same results of the 301.24 I'm using now. I've also tried changing to other BIOSes I was using the Silent BIOS so I changed it to Performance but with the same reulsts too.

What's weird is that it does weird clock cycle as in the screenshot below!

Has anyone encountered such a thing before and fixed it please let me know!

Are you using a 120hz monitor? They don't tend to let graphics cards idle.

It doesn't look like he is, at least according to his sig rig, but where did you hear that? I've never heard that before.

No I use a normal 60Hz 1080p monitor and in that screenshot there's no applications nor games nor anything which requires graphical use!

About half a year ago there was a few threads that complained of the same thing and the only way to fix it was to switch your resolution to a 60hz one.

Post another screen shot with show processes from all users. I had a problem with Windows media player, it was using 4 Gb Ram and 30% of my cpu on it's own. I hadn't even opened it...

I've seen problems caused by utorrent.

My monitor doesn't support except 60Hz resolution so it's on 60Hz right now

How am I expected to know this?

It is however running in the list of processes. So I'm still going to blame it indirectly.
