It's a pre-built semi-affordable, decently capable gaming pc optimized for HDMI connection to an hdtv designed to compete with the console market.

Possibly with included console style controller and custom steam integrated interface.

They're tired of seeing Alienware/dell/hp rip off unaware customers which is contributing to the death of pc gaming and they know they can do better.

Competing with your customers in the low margin PC business would be a horrible idea and would hurt NVIDIA's margin.

It's just going to be the "sweet spot" Kepler card.
