I am in kinda the same situation as OP, my 3.3 rail is lower than the +/- that ppl suggest, which I think is 5 percent or something....
But with that said, it's kind of odd that ppl say my HX850 will have no problem powering my system....

What exactly does the 3.3 rail power?
if/when it dipps that lower does it have any long term effects on any of the other parts?
My psu isn't even that old.. and it's my second one.. *first one got messed up while using it to fill my water cooling loop, used a 24 pin connector to jump the pump and radiator fans. With this I don't understand how a brand new HX850 can get screwed by putting such a light load on it.
OP I would be conerned, if you have the time/money to RMA/replace the psu then do it....
