For starters it's not a stock cooler. It's a Cooler Master Hyper 212 EVO. Water cooling isn't all that amazing to begin with, from what I've seen.
Part of the equation is that this computer is in my basement where the ambient temperature is about 17-18C, but the other part is probably that I'm using offset voltage, so whenever the cpu is idle it's only running at about 0.95 vcore. It's not uncommon for me to see core #1 dip down to 18C. When I was pumping 1.30 continuously it would idle around 30C. I'll also say that 62C isn't the hottest reading I've ever gotten. I think the hottest reading was up around 67, but watching the core temps while running prime95 for any extended period I can see that they're sitting ~59-63C ~98% of the time.
For the moment I've got my cpu fan configured to run at about 20-75% speed and I don't feel like screwing with it otherwise I'd do a screen shot for ya, but I don't think these results are all that uncommon based on the rigs I have seen in the Maximus IV Gene-Z owner's club where i usually hang out - especially for those who have plopped a Noctua NH-14 (or similar) cooler on there.
