Getting to level 99 in Battle.net Ladder requires ~400 hours of non-stop grinding, assuming you can kill Baal in under 3 minutes. One character can do it in less time if you have an organized party working for you, with some players starting the next game and clearing Chaos, Halls of Vaught, and the first 3 waves of Baal's minions while your leveling character is in the previous game rapidly killing Nilithak, Diablo, and Baal. It still requires over 1,000 hours of player time, but those hours get divided between 8 players and only 1 of them gets to 99, while the rest sacrifice getting XP by dropping out of the party at the last minute so that one character gets all of it.
