Weird stuttering in Windows due to GPU?

When I booted up my computer today I noticed it did not go to windows but instead let out a long beep and then showed nothing on the screen. Kind of odd, but I have some trouble with my computer whenever I boot it up (usually it will freeze first boot up in windows and work fine on the second). So after a little tampering like draining power for 30 seconds, I boot up fine. After a few seconds screen goes blank and recovers and I see a little message that display driver crashed and recovered. It crashed again and didn't recover. Now I restart it and boot up and I can get into windows, but what is weird is that it freezes every couple of seconds except for the mouse which I can move freely. I haven't changed anything in the system, so this is very weird that it just came out of the blue.

Anyone have an idea of what it could be?

Do you have the most recent video drivers?

One of the cards may be going bad. Test one at a time and see if one of them gives you the same issues.

Make sure all GPU and mobo drivers are up to date.

Are the video cards oc at all?
