Question about a corsair 850tx v2 enthusiast

I bought this power supply http://www.newegg.com/Product/Product.aspx?Item=N82E16817139022

I bought it to replace an apevia 650 watt which couldn't even power a single gtx 560 ti 448. The power supply is definitely cooler and more stable than the apevia but i'm concerned.

When i first got the power supply i took it out of the box and looked inside under the fan and there was a bunch of white calk or glue or something that looked like it had been dripped over all sorts of different components. Is that normal? Also, like my apevia, this corsair makes an audible buzzing sound even when the computer is turned off. its not loud enough to hear when the computer is on but when its turned off i can definitely hear it. Does everybody's power supply do this? Should i rma it?

The glue is fine and my corsair power supply buzz's as well. Just flip the switch on the back if it has one. All my stuff gets turned off at the plug at night so it doesn't bother me anyway.
