How do I edit /etc/apt/preferences...SOLVED

I am trying to add the entry

Package: *
Pin: origin packages.mate-desktop.org
Pin-Priority: 700

but it won't save because the file is owned by root and is read-only. I was hoping it would at least ask for the root password, but I'm trying to lower my expectations so I don't get disappointed as much.

So how do I edit this file? Can I change the file permission through the terminal?
Mint 12 (Ubuntu)

Yes of course... cd into the directory /etc/apt/ and type chown (user name) preferences and edit the file. then chown root preferences to return ownership.

way i'd do it is:

sudo <text editor> <filename>
