I think if he has replaced the WC with a fan than you should put some TIM and check . would also be good if you could check your whole system cooling.

We replaced the TIM a few times, and the system cooling is fine with my 570 in it, but when his card goes in and is put on load, the card shoots over 100c instantly.

100c that's way to high. how about the PSU. Is it possible to try the card in another system ? also check if the fan is working.

I'm not wondering if its OK, I know its way too high. I'm asking what the issue is, its something wrong with the card. I put a 570 in its place and its fine. We're 99% sure its a problem with the card, especially since epeen agreed with us.

check if card fan is working , else you need to give it back. Is the card on stock

So why don't we RMA this card, is it not under warranty anymore?

Pull it apart, put just a small pea of TIM, make sure you have the thermal pads for the VRAM & whatnot, and make sure to reconnect the GPU fan..
