I don't know Intel CPU.
Will Core 2 Duo E6400 @ stock speed (2.13 FBS 1066) bottleneck a ATI HD5770?

I'd recommend a slight overclock from 1066FSB to 1333FSB since that isn't too hard to achieve on these chips (if your mobo allows it).

A 5770 was a decent mid-range back in 2009-2010, while the CPU was a mid-low CPU in 2006. So, overall I'd say this CPU does bottleneck the GPU.

My friend rig is an OEM rig, so he can't oc the cpu.

Then I'd say it is time to upgrade. The CPU will probably bottleneck most of the games he'll play, the GPU is okay for now, but won't last that long anymore in terms of being a midrange GPU.

Yeah that cpu is really bottlenecking it bad. You should maybe tell him to try and get a Q6600, they run from 80-120 on ebay. It'll remove the bottleneck and give him a nice boost. But if he has the money to get a new system, get it; because 775 is exhaling its final breaths.
