Crossfire option in CCC 12.3 missing (XFX 6950 2GB)

When I go into CCC the crossfire option isn't there. I have looked through tons of forums but nothing works. I tried to reinstall Windows 7 and reinstall the drivers. In CCC it shows the cards are both installed but one says Primary Adapter and another Disabled Adapter. Also yes I have the crossfire bridge installed. I can provide more pics if needed. Your board doesn't have a plx switch and the 2nd pcie slot is shared with the accessories, ie. its on the south bridge. You are probably using up all the available x4 bandwidth via usb/pcie x1/sata etc etc.

How can I free up bandwidth?
