Dual Monitors = Heat Issues at idle. [ Memory clocks vs dual monitors ]

I run 2 x AMD 6870 (MSI Twin Frozr).

One of my cards has a single monitor on it.
The other card has two monitors on it.

I am unsure which card is which.

Afterburner:

Fans: auto
Core: Default (900)
Mem clock: Downclocked from 1150 to 925.

Minimum limit on mem clock is 525 ; however, when I do this I get weird stuttering and screen shifting. This occurs at anywhere near/below ~800mhz.

At Idle: (a few non-video programs open, browser, ocn lol)

(1) First GPU
(2) Second GPU

Usage: 0%
Usage: 0-8% constant fluctuation.

Core clock: 100mhz
Core clock: 250mhz

Memory clock: 150mhz
Memory clock: 925mhz

Temp: 36c
Temp: 56c

Fan speed: 30% ala 1121rpm
Fan speed: 25% ala 1000rpm

Memory usage: 188MB
Memory usage: 249MB

As you can see, whichever card has dual monitors is running at maximum memory clock (and stutters why I try to FORCE it to go lower). This consequently causes more heat, and for some reason slower fan speeds. I have not toyed with fan profiles and fans are on auto.

My main goal is performance when I need it, and SILENCE at idle. I am running the latest stable afterburner (installed fresh Windows 7, and latest afterburner yesterday). My AMD drivers, are the most current as well ~ having tested both the origional and most up to date drivers ~ yet the problem persists.

What is the deal? Is this a driver issue? A hardware issue? Does this happen with all gpu's that use dual monitors? Is it an AMD thing? Is there some way to get my card to downclock to ~550mhz memory and stay stable - so that my fans can run quietly?

I have a 6950 twin frozr III, using more than one monitor when I was on air cooling raised temps about 10c when the card was basically idling. I would just turn off the second monitor when I wasn't using it. I don't know about CF or the dropping fan speed though... And I never tried down clocking the card...

The idle 2D clocks always higher with more than one monitors to avoid flickering, AMD and Nvidia alike.

 

Note: Crossfire will be disabled by default if you plug monitor to the second GPU in Crossfire configuration, unlike Nvidia SLI.
