Fan header/fan amp draw question.

I am planning on connecting a couple fans by making my own PWM splitter leads since I forgot to order them with my setup. I have fans that on the back say 0.21 Amp. Is that the most they will draw or will they pull more at startup? My fan headers will support a max of 1amp or 12watts. I was thinking of only putting 3 per header just to be safe. Any way of knowing (without my fluke since I blew the AMP test fuse) weather or not they will draw more at startup? I don't know how the spec is regulated.

If you run the fans at 100%, then they are rated to draw .21 amps. During startup is approx +.125 - .2 amps, depending on the fan. So figure ~12 - 15w needed at startup.

If you are worried about current draw you can get a PWM harness where it draws power from Molex, draws PWM speed control from your motherboard and reports the speed of one fan back to the motherboard. Examples are here, here, and here.

Forgive me in being slow on the matter, but I need to ask.
If I get one of these splitters, connect both of my Rasa RS240 radiator fans to it, and the larger molex to a power supply source, and then the female to the CPU header, are the RPM's of the fans going to vary as needed?

Or, is using this Splitter connected to both fans and the CPU Header going to draw too much current?

I guess I'm trying to figure out how to make both of the kit's fans RPM speeds vary on the CPU temp system demand.
