Overclock problem

Seem to be having a small problem with OC. I've updated my bios in my P8Z68-V/GEN3 and installed all other updates. I switched from a i7 2600k to an i7 2700k. I replaced my thermaltake TR2 RX 650 with an Thermaltake Toughpower Grand 850. My 16 GB of Corsair Vengence are OK. I've installed dual 500-2000 RPM fans on my Cool Master Hyper 212 Evo. But I can't manually over clock my rig past 4.4. Its not over heating and seems to have more than sufficent power. Any thoughts as what to try next.

Have you tried more volts? 1.25v -1.3v should be enough.
