I'm starting to hate the FPS genre as a whole... At what point did making the graphics better (or not really at all) and simply changing the NPC's scripts and the maps count as a new game? Most FPS games are basically just reskinned games.
I see mods to games years old that offers more than most "new" games from major developers. Gamers need to say enough is enough, and refuse to buy the newer game, forcing them to come up with something worth our money.
But from a publisher standpoint, why not? If they can do pretty much nothing and get millions and millions of dollars for editing green to blue, why wouldn't they? You know you would. It's not their fault people are dumb enough to throw money at garbage non-stop... They see a market and are taking advantage of it.
Usually when I see a lot of ads for a AAA game I know what NOT to waste my time looking up. Most games that get massive advertising budgets, have crap gameplay these days. Not all, but it seems like its in the majority range now.

. I just assumed they were cheaper.
